Staggs & Fisher was selected as part of the Architectural/Engineering design professional team to develop a master plan for the Kentucky State Capitol Building.  The master plan study for the Capitol Building evolved into a master plan for new building locations and improvements to the infrastructure serving all the buildings on the Capitol site.  The master plan study recommended the historical preservation of the capitol and renovating the Capitol to provide a state-of-the-art environment.  Also, as part of the master plan, a new Executive Office Building was recommended along with a new Central Utilities Plant for boilers and chillers with improvements to the site infrastructure with new utility tunnels.  The master plan included some renovation of the Capitol Annex.  The master plan was to be used as a basis for Request for Proposal by the Commonwealth of Kentucky to select design professionals for design and construction of the Capitol, Capitol Annex, New Executive Office Building, Central Utilities Plant and site infrastructure improvements.
